Lemorandum of a leeting at Government House
on 22nd November, 1927.
PRESENT: His Axcellency the Officer Administering the Govern-
ment, Colonial Secretary, Attorney-General, General Fung Chuk-man, Lr. Li Chak-man, (Confidential Secretary to General Li Chai-sum) Ir. Luk Kan-chau, Sir Shouson Chow and Dr. R.H. Kotewall.
General Fung states that when General Li Chai-sun departed
from Canton for Shanghai with Ir. Mang thing-wei, he left all
Military affairs of Kwongtung in charge of General Chan Ho-yuk.
The coup d'etat in Canton was no doubt instigated by General Chang Fat-fui and carried out by his lieutenant, General Jong Kie-cheong. These military officials had agreed to co-operate with General Li, but it has been proved that they were treacherous. r. Jang Ching-vei must have had something to
do with this coup.
General Li has wired from Shanghai to the effect that he was determined to regain his position in Canton. General Li Chung-yen and General Pai Sung-hsi of Nanking who were General Li Chai-sun's colleagues and former subordinates, and General Chan Ming-shu of Fakien have agreed to despatch armies to assist General Li Chai-sun to attain his object. When matters are arranged the various forces will attack Canton from three sides. General Fung is of the opinion that in a month's time the present Canton regime will be expelled.
General Fung states the present Canton authorities are red, and that they have already called upon the communists for assistance and co-operation.
General ong Shiu-hung, who is now in Hong Kong has been ordered by General Li to return to Muchow or Shiu Hing (fest River) at once to take command of his forces, but unfortunately
